Russia postponded the start of its withdrawal of military equipment from a Georgian base because of visa problems.
Tanks and other equipment were to be taken from one of Russia's two bases on Friday as a first step in closing the bases, but Col. Vladimir Kuparadze said the move was put off because drivers for some of the vehicles had not received visas to return to Georgia.
After long and tense negotiations, Russia this year agreed to close the two bases, which are Soviet-era hangovers, in 2008.
