U.N. Security Council: China is against a draft proposal

China has warned that a &to=http:// english.pravda.ru/main/2002/10/24/38594.html ' target=_blank>draft proposal for United Nations Security Council expansion circulated by four countries, including Japan, will "undermine" the U.N. reform process.

Germany, Japan, Brazil and India on Monday circulated a draft resolution calling for enlargement of the U.N. Security Council, which would enable them to get permanent seats in the council.

But a spokesman for the Chinese Foreign Ministry, &to=http:// english.pravda.ru/world/2003/03/20/44745.html ' target=_blank>Kong Quan, says the draft will only fuel conflicts and damage the U.N. reform process.

China has repeatedly opposed Japan's bid for a permanent seat on the Security Council, mainly because of what it calls Tokyo's failure to address its wartime aggression during World War II, tells VOA News.

According to Xinhuanet, Germany, Japan, Brazil and India, known as the G-4, on Monday circulated a draft resolution, proposing to give the four countries permanent seats in the Security Council along with two African countries.

He said China hopes all relevant parties can start from the overall and long-term interests of the U.N. and its member countries, follow the stipulations and spirit of the U.N. Charter and carry out extensive and in-depth consultations, so as to push for a common consensus among all countries.
