World Bank to allocate USD 5 million to develop Ukrainian Internet

The World Bank has issued the Ukrainian government a credit of USD five million to finance the project 'Development of Ukraine through the Internet. ' The agreement was signed by the Ukrainian Foreign Minister Constantine Grishchenko and World Bank Director for Ukraine, Belarus and Moldavia Luka Barbone in Kiev on October 1. The World Bank said that the goal of the agreement was to support the Ukrainian government in increasing the effectiveness of processes of making decisions, stimulating the development of the private sector and strengthening civil society by introducing the latest innovations in information-communication technology.

The project consists of three primary components. First, 'Electronic government' provided by the introduction of electronic trade and circulation of documents. A legal data base, which will allow the acknowledgement of interactive operations in Ukraine, will be created as part of the 'Electronic business' component. The third component 'Electronic dialogue between government and society' will be worked out with electronic models and instruments for the further attraction of society to the processes of administering through active participation in the development of government policies and processes of making normative decisions.
