U.S. fails to ink protocol on claims to MNEP program in Russia

A spokesman of the United States did not participate in signing the protocol on claims, trial and release from liability for damages to the Multilateral Nuclear Ecological Program in the Russian Federation.

As RIA Novosti has learnt from the Russian delegation, the United States would like to remain within the framework of the 1992 Russian-American agreement. It concerns the lessening of common threats. "The United States does not want to assume responsibility, including infliction of intentional damage," said a member of the Russian delegation.

On Wednesday the framework agreements on the Multilateral Nuclear Ecological Program in the Russian Federation and the collateral protocol was inked by representatives of Russia, Belgium, Denmark, Finland, France, Germany, the Netherlands, Norway, Sweden, the United Kingdom, the European Community, as well as the European Atomic Energy Community. The United States only inked the MNEP program without the protocol.

In keeping with MNEP, approximately 66 million dollars will be allocated to Russia. The money will go, above all, to utilize nuclear submarines in Russia's north-western region.
