13th session of conference of European Ministers of local self-administration continues

The 13th session of the Conference of European Ministers of local self-administration, which opened in the capital of Finland yesterday, continues its work today. It is attended by 44 member-countries of the Council of Europe. The aim of the conference is to prepare basic democratic development rules at the level of rank-and-file Europeans.

Examined during the preparatory stage were six models of the state arrangement of European countries, beginning from federative and ending with unitary ones. Selected among them were principles of state arrangement that are acceptable for all participants in the process. Work is now under way on a document that is to suit absolutely all countries. Since every country has its own traditions, many believe that the Council of Europe cannot dictate conditions of their activity to them. The conference conducts complex work in building a foundation for a united Europe.

Commenting on the first results of the work of the conference, Vladimir Zorin, head of the Russian delegation, Minister of the Russian Federation for nationalities, declared that "all our remarks on the European convention for regional self-administration have been taken into account," while the proposals made by other participants in the meeting "satisfy us, because they are in line of the reforms that are carried out in Russia in strengthening the state and the delimitation of powers." The conference will complete its work on Saturday in Tallinn where about 200 of its participants will meet with the leadership of the Estonian capital.
