Finnish Prime Minister Paavo Lipponen: (need to clarify opening sentence)

Russia will begin on the same starting line as all the other countries competing to become the equipment supplier of the Finnish nuclear power station. This was announced by Finnish Prime Minister Paavo Lipponen yesterday in answer to a proposal from Alexandre Rumyantsev to provide help to Finland in the possible construction of a new Finnish nuclear power station. As reported in the Finnish newspaper Helsinki Sanomat, Rumyantsev made this offer during talks between Lipponen and Russian Prime Minister Mikhail Kasyanov in St. Petersburg.

During these talks, Lipponen remarked that it is not governments who will be customers of the nuclear power station but a private consortium specifically created for this purpose, led by the company Teollisuuden Voima. The Finnish prime minister also invited Rumyantsev to visit Finland.
