Russia-NATO: joint permanent council opens session

The Russia-NATO Joint Permanent Council has opened session in Iceland's capital. The work started with a conference of the top three--Lord George Robertson, NATO Secretary-General, and the Russian and Czech Ministers of Foreign Affairs. Czechia entered the Big Three on the NATO rotation arrangement. A complete-attendance session followed the short conference to discuss a package of understandings on which Russian partnership with NATO will shift to Format Twenty.
