It is the general belief that the USA commits an error by assuming open opposition to the International Criminal Court (ICC), the Russian foreign ministry's spokesman said Tuesday. It was on May 6 that the USA placed a note with the UN secretary-general to report Washington's disinclination to be party to a Rome Statute on the institution of an International criminal court. The USA's negative attitude toward the ICC is well known, said the spokesman. The USA voted against the Statute at a Rome conference in 1998 but signed it in December 2000 and therefore under international law was to act without depriving this treaty of its subject and targets. The current Administration treated this minor obligation as excessive and decided to notify the UN secretary-general about its intention not to become a party to the Statute, said the Russian foreign ministry The Statute has been ratified by about 70 states. Russia voted for it at the Rome conference, signed it in September 2000 and is now considering its ratification.
