The indispensable condition of turning the settlement in Afghanistan into a political channel is the unconditional meeting of the demands of the anti-terrorist coalition. As RIA Novosti correspondent reports, this is said in the statement which was adopted on the results of the meeting of the Presidents of Russia, of Tajikistan and the of Islamic State of Afghanistan in Dushanbe on Monday. The document says, in particular, that the demands include the giving over the inspirers and organisers of the terrorist attacks in New York and Washington on September 11, to stop the rule of the Taliban which granted refuge to terrorists and extremist groups in the territory controlled by it, and the disbandment and full disarmament of their armed units. The statement says that the refusal of the Taliban regime to meet these conditions of the anti-terrorist coalition entailed new sufferings of the Afghan people; the wave of refugees and displaced persons is growing. The document underscores that for a long-term solution of the situation in Afghanistan it is necessary to speed up the process of a political settlement. The Presidents have again pointed out their readiness to actively join this work. The heads of the three states have expressed their firm conviction that a political process should be aimed at creating a widely representative government in Afghanistan which would include representatives of all the nations and ethnic groups in the country. The government must be formed as a result of a free expression of the people's will. The document also lays emphasis on the necessity of intensifying the role of the United Nations and of all those states which are ready to contribute to a political settlement in Afghanistan. The sides have noted the necessity and urgency of constant contacts at various levels in view of the very tense situation inside and around Afghanistan. As is pointed out in the statement, the Tajik and Russian sides have confirmed their readiness to give the necessary support to the government of the Islamic State of Afghanistan in its fight against the Taliban regime with the aim of creating conditions for settling the prolonged crisis in Afghanistan.
