A draft constitutional act of the Russia-Belarus Union state is to be drawn up by November 5-7. This information was reported Tuesday at the session of the commission for security, defence and the fight against crime of the Union's Parliamentary Assembly. It is expected that before the middle of November the draft constitutional act will be sent to the higher bodies of the Union state and submitted to the Parliamentary Assembly for consideration. The document sets forth the fundamental principles of the constitutional system, a citizen's legal status, and the spheres of jurisdiction and powers of the Union state's bodies. The constitutional act is supplemented with a list of amendments which are to be made to the Constitutions of Russia and Belarus should the act be adopted.
