UN Security Council Backs Efforts Of Afghan People To Establish Transitional Administration

The UN Security Council has expressed its support for Afghan efforts to establish a transitional administration, which will subsequently lead to the forming of a government. According to the UN Information Centre in Moscow, the recently adopted UN Resolution #1378 reads that both authorities should be a multinational coalition fully representing all peoples of Afghanistan, as well as follow the policy of maintaining peace with Afghanistan's neighbours. The Security Council has appealed to Afghan troops "not to carry out repressive actions and follow strictly their obligations concerning human rights and international humanitarian law." They were also requested to ensure the security and freedom of movement for UN personnel and UN-related organisations, as well as the staff of humanitarian organisations. The Resolution also includes an appeal to the SC members to support the Afghan provisional administration and, subsequently, the Afghan government. And also to provide Afghans in and outside the country with urgent humanitarian aid and long-term assistance during the social and economic restoration of Afghanistan. The Security Council has confirmed that the UN should play a central role in assisting the Afghan people to set up a transitional administration. The Resolution also states the full support of Lakhdar Brahimi's, the Special Envoy of the UN Secretary General, efforts targeted at fulfilling its mandate and includes an appeal to all Afghans and SC member-states to cooperate with him. Brahimi will develop an Afghan restoration plan as part of the post-conflict settlement and peacekeeping activities.
