President Vladimir Putin stressed the necessity of creating a legal base to combat terrorism as he was opening a Kremlin meeting with members of parliament's foreign committees on Thursday. "Regardless of the successful counter-Taliban operations in Afghanistan, the fight with the terrorist threat is only beginning, and it should be pursued till total extermination of terrorists, wherever they are, wherever they hide," President Putin said. "We are determined to step up our efforts in all areas." A major area of anti-terrorist activity will be the elaboration of enabling legislation. The legislative branch of the government has an essential role to play in that, said the Russian President. Putin informed the attending lawmakers about his latest negotiations with U.S. President George W. Bush, where the battle against international terrorism was prominent on the agenda.
