NATO believes that Russia should review its guidelines regarding Abkhazia and South Ossetia and to cease to equip the borders of these countries.

According to NATO Secretary General, Russia's position prevents the peaceful resolution "of the conflict in Georgia," and comes contrary to Moscow's international obligations.

In his statement, the secretary general also said that NATO was concerned about Russia's actions in administrative dividing lines inside Georgia. According to him, Moscow was erecting barricades are other obstacles there.

Russia recognized the state independence of South Ossetia and Abkhazia in August 2008 after the Georgian military attack on Tskhinvali. A diplomatic conflict sparked between Russia and Georgia that was resolved thanks to the signed documents.
