Vladimir Putin Speaks In Support Of Establishment Of A Special Body To Fight Illegal Drugs Trafficking

Vladimir Putin spoke in favour of establishment of a special body to fight illegal drugs trafficking. While addressing on Tuesday a meeting of district managers of the Orenburg region the Russian President stressed that "dispersion of this problems among various authorities, the Ministry of Interior, Federal Security Service, Federal Frontier Service, brings no required results". Coming back to the issue of land ownership the head of state indicated that the law to be adopted nowadays did not cover agricultural lands. Putin stressed that the question of ownership of arable lands "had to be considered separately". While speaking of the 2002 budget the President stated that it had to "be unconditionally fulfilled exactly as it was drafted". At the same time the head of the state indicated that "in 2003 the government had to include into the budget the program of social development of rural areas".
