South Africa: human victims used to train police dogs

In an incident on 3rd January, 1998, illegal immigrants from Mozambique were used by the South African police force to train their dogs. The police dogs were set upon the victims to train their aggressiveness.

Police dog handler Hannes Brits admitted in the Pretoria Supreme Court that this is common practice. He said that illegal immigrants were frequently used because they would be less likely to complain to the authorities.
