MOSCOW. Oct 13. First Deputy Chairman of the Russian State Duma's Defense Committee Alexei Sigutkin of the United Russia faction believes that Thursday's events in Nalchik indicate that not all the lessons have been learned from a similar attack in Nazran on June 22, 2004.
"Certain lessons have been learned, of course, but some were not. It is not only our special services that learn from such events; the militants also analyze the actions of federal forces, look for mistakes and change their own tactics accordingly," Sigutkin told journalists, Interfax reported.
