Russian president Vladimir Putin believes conditions should be created in Russia for preventing the "brain drain".
"The number of scientists who emigrated seems not to be big - only two percent," Putin said addressing the session of the presidential council on science and high technologies.
But "most of all, they are people of high qualification or promising young scientists," said the head of state.
"We should make the utmost so that knowledge, experience and scientific ties of our countrymen continue serving the Russian science, the whole of Russia," the president stressed.
"Creating conditions for scientists who emigrated to return to and work in Russia is the prospect should be considered as our immediate task, Vladimir Putin said.
