Ten years are necessary to carry out the administrative reform, said First Deputy Minister of Economic Development and Trade Mikhail Dmitriyev, addressing the conference, "Russia on Line," on Wednesday.
He named the priorities of the reform: to analyse the functions of the federal bodies of power and to remove redundant and duplicating functions, to draft basic legislative acts for the reform and to introduce new budgeting mechanisms.
Dmitriyev said that at the present time his ministry was drafting package of bills on reforming the state power. They concern the expediency of state regulation in the economic sphere and the information openness of the federal bodies of power.
The ministry has also worked out a new three-level model of a federal government. The upper level represents "the government itself which will work out the state's economic policy." The second level is occupied by ministries with their law establishing and regulating functions. On the third level are government departments with supervising and controlling functions, and also authorised agencies rendering state public services to the population. This model "will make the activity of the government more efficient and transparent," according to Dmitriyev.
The main aim of the administrative reform, said Mikhail Dmitriyev, is "to cut the price of the state for society by increasing its efficiency."
