President Vladimir Putin submitted the draft federal law "On Amendments to Some Legislative Acts of the Russian Federation" to the State Duma for consideration.
The presidential press-service told journalists on Saturday that the President believed the draft law could be considered by the State Duma without delay as a document of high priority.
The draft law targets establishment of legislative foundation for the introduction of the contract-based pattern of recruitment in the permanent alert units and formations of the Russian armed forces.
The amendments concerning general conditions of the military service and the status of servicemen are to be made to the federal laws "On Military Duty and Military Service", "On Status of Servicemen" and "On Additional Guarantees and Compensation to Servicemen Deployed in Transcaucasian States, the Baltic States and the Republic of Tajikistan As Well As to Those Performing Duty in the State of Emergency or Engaged in Armed Conflicts".
The key provisions of the new draft law target legislative consolidation of a requirement for contractees to pass an entry eligibility test as well as improvement of the existing mechanisms granting material incentives for contract personnel serving in the permanent alert units.
The implementation of the proposed draft law will not require additional funding from the federal budget.
