Vladimir Putin: Administrative reform will be completed

Administrative reforms will be completed in correspondence with the principles, which were earlier stated, said President Vladimir Putin while addressing the 13th Russian council of entrepreneurs and industrialists congress yesterday. He said that the bureaucracy is still unproductive and effective and work needs to be done to solve this problem. He said that the government and its apparatus should develop and confirm a policy on functions of ministries, departments, services and committees.

Moreover, an administrative code will be formulated clearly defining the processing of papers and documents in the executive branch. Putin said that each special function of a particular organ of power should be economically and politically based. 'The functions of the departments should be in the first place a reflection of the government's functions, which aren't that many - and they must all be contracted according to the constitution,' said Putin. He also emphasized the importance of reducing excess functions. 'Any excess authorities should be looked at as a direct path to misuse of authority and corruption of the department or the individual bureaucrat,' said Putin.
