Russian Labor Minister speaks for reformation of social insurance system

Alexander Pochinok, Russian Minister of Labor and Social Protection speaks for reformation of the system of social insurance in the country.

This system should get rid of non-insurance payments, passing them into the budgets of different levels, Pochinok told journalists after the government considered the course of reformation of Russia's social insurance on Thursday.

"The basic pension should be fully paid out of the budget, while funeral expenses are not an insured accident and must be paid from the budget. Summer health-improving campaigns were earlier financed out of the Social Insurance Fund, as the budget had no means for it; now different-level budgets are to take up the financing," the minister said.

Pochinok stressed that while implementing social insurance reformation, it's necessary to "fully separate and unfold the scheme of financial flows of social insurance" and impose relevant payments on budgets. The minister believes the necessary balance can be ensured in different budgets.

Pochinok recalled that the federal budget had been implemented on all indices for the last few years.
