'I feel no joy at winning election as president of Chechnya,' Akhmad Kadyrov asserted Friday at a press conference. As reported by Rosbalt, he said: 'Chechnya is in ruins, and armed bands still exist, so there is no reason for joy.' He also said, 'No normal person can look at devastated Grozny unemotionally. I personally feel a great responsibility to revive the life of the republic.' He emphasized the lack of needed funds for the rebuilding effort. 'All taxes and income through 2010 will have to stay in the republic,' he said. 'Moreover, we have to attract investment. We are planning to create an oil company.'
