Russia to Adopt Law on Civil Service

The State Duma, Russian parliament's lower house, has passed in third, and final, reading a bill on the state service system in the Russian Federation.

It is the president-sponsored bill, which outlines legal and organisational basics of Russia's new state service system.

The bill divides state servants into civil, military and law-enforcement servants. Civil service is in its turn divided into that of the federal and regional levels, while military law-enforcement state services are just the kinds of federal public service.

All Russian-speaking nationals of a proper age have the right for file for a civil-service job, reads the document.

State servants' qualifying categories are to be replaced by category ranks. Higher category, diplomatic, military and special ranks are to be bestowed at a distance of certain time. Civil servants, as well as the military, can be promoted before schedule or can retain the rank when removed from office or sacked.

In case a public servant is transferred to another service, his/her category, diplomatic, military or special rank, as well as experience, is to be taken into account in case of promotion in the new capacity.

The bill is yet to be considered at the Federation Council, or the upper parliamentary house.
