Foreign guests coming to St. Petersburg during the city's 300th anniversary celebrations are mainly coming on official business, according to Valentina Matvienko, the new presidential envoy in the North-West Federal District. 45 heads of state and leading international organisations are coming for the anniversary.
Matvienko said that 'an EU-Russia summit, whose content is very important for Russia,' will take place during the anniversary celebrations. There will also be a 'serious CIS summit in St. Petersburg.' In addition, there will be a number of bilateral meetings of heads of state. 'Any participation by the guests in celebrations will be of secondary importance,' said Matvienko.
