Council of Federation ratifies convention on combating financing of terrorism

On Wednesday the Council of Federation ratified the international convention on combating the financing of terrorism. The decision was adopted by a majority of votes.

The convention was adopted at the UN General Assembly session in 1999 and was signed by Russia in 2000.

The document seeks to develop the international legal basis of anti-terrorist cooperation of states in working out and adopting "efficient measures for preventing the financing of such evil as terrorism," said Anatoly Saltykov, deputy chairman of the Council of Federation international committee.

The convention envisages criminal, civil and administrative responsibility for actions connected with financing of terrorism, the senator stressed. In particular, it stipulates "a new for the international law" corpus delicti - "terror in order to blackmail the state." The document corresponds the interests of Russia which is both "an active participant of the antiterrorist coalition and a country interested in putting end to financing of terrorist activities on its territory from abroad as soon as possible," Saltykov pointed out.
