Russian President Vladimir Putin spoke about problem of Russian enclave in Baltic at Council of the Baltic Sea States session

Speaking at the Council of the Baltic Sea States /CBSS/ session, Russian President Vladimir Putin touched upon the problem of the Kaliningrad Region /Russian enclave in the Baltic Sea/.

"The citizens of the Kaliningrad region are Russian citizens, whose rights and freedoms are guaranteed not only by the Russian Constitution, but also by the full pack of the international juridical documents," Putin said.
