Russia points to tough position of European Union with regard to visa system of Kaliningrad region

Russia points to the very tough position of the European Union with regard to the visa system of the Kaliningrad region (the semi-enclave of Russia on the Baltic Sea), director of the Federal Frontier Service (FPS) Konstantin Totsky told journalists on Tuesday.

According to him, the Russian frontier service takes all the necessary measures for "ensuring the transit of the inhabitants of the Kaliningrad Region and contact of the region with the continental Russia for the trip there and back and for the transportation of cargoes.

Totsky also stressed that "it is very difficult to solve these questions." The FPS director explained that the European Union takes a very tough position concerning this issue and does not want to ease the visa regime. The European Union promises only to simplify the crossing of the border which will make it possible to reduce the time-limit for receiving visas and to make them cheaper.

Totsky pointed out that the Russian government has certain plans for solving this question. The point at issue, according to him, is the creation of the constantly operating St. Petersburg-Kaliningrad ferrying.
