'A single-window principle would greatly simplify investing in Russia and save potential investors time and money,' said Lindsey Ellwood, the KPMG's managing director in charge of assessing the investment attractiveness of Russian regions, at the second International Building Congress in St. Petersburg. In his opinion, the measure would make Russia more attractive for potential investors. 'The idea that an investor interested in a building project would get all the necessary permissions, approvals, registrations, etc. in just one specialised place has been under way for several years,' Mr. Ellwood continued, saying he was hopeful 'the real estate business in Russia would become more transparent with requirements and procedures that would be both clear and fair and based on federal and regional laws only.'
