Working at EU, Solana asserts USA interests

Coordinator of the European Union for international policy and security Javier Solana has told a number of Spanish newspapers that the USA had the right to create "an anti-missile shield," because one should not treat the international anti-ballistic missile defence treaty as the Bible. Javier Solana also underscored that the ABM Treaty of 1972 is in the competence of only Washington and Moscow, because there is no signature of Europe under it. As some Spanish observers believe, Javier Solana made these statements to smother the criticism of the Americans in view of their decision to deploy a national ABM system. It is not yet known whether Javier Solana spoke on behalf of the European Union or he expressed his personal opinion. Of late Javier Solana has been repeatedly criticised for taking initiatives and making statements without coordinating them with the leadership of the European Union.
