Chairman of the legislative assembly of the Rostov region is not guilty, but he is being kept in custody in Dubai

A traffic incident in Dubai involving Alexander Popov, chairman of the legislative assembly of the Rostov region - a local parliament - took place on January 15, 2001. Popov was driving a hired car during a private trip to the United Arab Emirates when he ran over a woman from Vietnam. As a result of the injuries she died. According to a preliminary finding of Dubai's traffic police, she was herself to blame for the incident, RIA Novosti reports. Nevertheless law-enforcement agencies decided to detain Popov and to keep him in custody until the case is not passed to the court.
