policy of "war time communism" to be used in Chechnya

The office of the Presidential Representative in the Southern Russian Super-region announced that the policy of "war time communism" will be used in restoration of the Chechen Republic. The policy will be similar to the measures adopted by the Bolshevik government in Russia in 1918. The statement says that Chechnya’s current condition is very similar to those in 1918 Russia and that is why such a decision was made. First of all, the new approach will be implemented in personnel policy. Each candidate will be subjected to strict selection by special services and the Presidential Representative’s office, Itar-Tass reports. Reconstruction of strategic objects will be conducted only by state bodies with private business participating in the reconstruction of communal objects, alimentary industry and cooperative sphere. Only state banks will operate during the reconstruction period.
