Primorye authorities spend to much money for fines

The situation in Primorye is slowly improving. The government turns on heating in blocks of flats and office buildings. However a spokesman for Emergency Ministry told Pravda.ru journalist that the situation in the region is still difficult. In five settlements, stayed without heating, 4488 inhabitants of 88 houses are still freezing. In the town of Partizansk 22 blocks of flats are still without heating, in the settlements of Kovalerovsky area it is still cold in 56 houses. The fuel is being supplied to boiler-houses of Primorie. But the problem is that the unloading of the coal and black oil is being carried out very slowly. For the time being, 15 freight trains full of coal and 5 trains with black oil are still undischarged, news agencies report. The ministry of communication imposes a fine upon energy departments because of standstill of the trains. The reasons of this situation are still unclear.
