Sergey Stepashin: nothing functions in Chechnya

It will be recalled that the Accounts Chamber was intend to investigate the case of disappearance of the money allocated for restoration of warring Chechnya. Stepashin said that it’s getting worse in the Chechen Republic. The agriculture lacks 100 million rubles. It was scheduled to allocate one milliard 100 million for the agriculture, but only a half of this sum was really allocated, and a part of the money was stolen. Besides, no one large factory was overhauled, electricity is turned off, and the authorities do not know how many people live in Chechnya. The Accounts Chamber found out that 65 million rubles of budget funds, allocated to Chechnya, had been used “for some other purpose”, and more than 100 million had not been used at all. It’s amazing that Akhmad Kadirov didn’t start arguing with Stepashin. On the contrary, he just asked for money. If the financial state doesn’t change, the situation in Chechnya will be out of control, Kadirov adds. The money are necessary for restoring dwelling houses. Meanwhile Stepashin is thinking about passing the results of the examination to the Public Prosecutors.
