Yury Chaika: Chechnya Has All Conditions Necessary to Hold a Referendum on Constitution

Russian Justice Minister Yury Chaika thinks Chechnya has all conditions necessary to hold a referendum on the republican Constitution. The referendum has been scheduled for March 23.

The adoption of a Constitution will help stabilize the situation in the republic and will also provide it with an opportunity to form legislative and executive organs, Chaika told an Internet conference on Wednesday. He also said the adoption of a Constitution would be a serious step toward stability.

As of today, Chechnya has a fully fledged system of justice authorities, which includes notaries' and lawyers' offices and structures responsible for the carrying out of criminal penalties.

He also said the justice authorities had made an expert study of 144 normative and legal acts issued in Chechnya and found that about one-third of them did not correspond to the federal laws. They are now busy adjusting them to the active legislation.
