Rosneft and Surgutneftegaz have taken a decision to build an oil refinery in Primorsk in the Leningrad Region. This was announced today at a press conference in Moscow by Leningrad Region Governor Valery Serdyukov. According to Serdyukov, the construction costs will be USD 1.3 billion. The necessary documents are currently being prepared, and a potential construction site is being developed. Serdyukov said that as soon as this stage is completed, the companies will begin construction, which will take at least 3-4 years. According to the Governor, in 2002, 13 million tonnes of oil were handled at the oil port in Primorsk. It is planned that after construction of the refinery the port will handle 50 million tonnes of oil a year.
