New Bill on Kaliningrad Economic Zone to Be Written in Moscow

A new bill on a special economic zone in the Kaliningrad Region is to be created by the Russian President's Academy of Finance. The academy won the tender to create the bill, which was organized by the Russian Ministry of Economic Development and Trade. This was announced on Monday December 10 by Speaker of the Kaliningrad Regional Duma Vladimir Nikitin, who took part in a seminar in Kaliningrad on December 6-8 devoted to the creation of the bill. Representatives of the Moscow study group announced that work on the bill would take at least six months. As Mr Nikitin pointed out, most of those involved in work on the bill have never even been to the Kaliningrad Region.

The Kaliningrad authorities are trying to reduce the time limit for the bill to pass through the Moscow corridors of power and the State Duma. Those in Kaliningrad believe that the new bill must be passed within six months.
