Putin on judicial reform

While speaking with reporters during his Russian regions tour, Russian President Vladimir Putin named three main components necessary for a good judicial system in Russia.

First is legislation adequate to current socio-economic situation, second is judicial practice and third is qualified personnel, the head of state said. "It is not enough to adopt a law, there must be a judicial tradition," was the way he put his thought.

Putin said that courts must be watched over by higher authorities such as panels of judges. He also noted that judicial reform needs time to take effect.
