Local self-government bodies have vast opportunities to tidy up Russia, enhance law and order, and make the entire regime efficient, President Vladimir Putin said in an opening address to the State Council Presidium as it gathered for session in the Kremlin to discuss local self-government.
The federal President pointed out a presidium ad hoc team, which is closely and fruitfully cooperating with another team, for delineating federal and local government competences. The two are offering unified stances to the State Council as they contact it.
President Putin mentioned his conference with the Cabinet, yesterday. The theme was present on the agenda, and the Cabinet requested to put it off for several weeks before the issue reached the State Council, so as to streamline basic premises.
