14-year olds in Russia to get married?

On Wednesday a law giving an exceptional right to young people aged from 14 to 16 to marry at their own request has passed the third reading in the State Duma.

So, the Lower House passed a law "On introducing an amendment to Article 13 of the Family Law of the Russian Federation," under which "in view of exceptional circumstances the local governing bodies residing in the same area with persons willing to marry are entitled to allow the marriage between people aged from 14 to 16 at their own request." Under the law, "Local governing bodies sanction the marriage between persons under marriage age taking into view the interests of these persons and the opinion of their parents (surrogate parents). The decision of the local governing bodies can be appealed against in court." The law has been submitted to the Federation Council for consideration. If approved by the Upper House and signed by the President, the law will take effect six months after the official publication date."
