In Nizhny Novgorod region, several orphans received keys to their own apartments. Governor Valery Shantsev arrived in Upper Vereya to congratulate nine children, who live in a local orphanage, on their new homes. The apartments were provided to the students within the framework of the existing regional program. As many as 526 more orphans will receive their own apartments in the region until the end of the year.
As the head of the Nizhny Novgorod region, Valery Shantsev, stressed out, the state is responsible for the children, who found themselves in difficult situations.
"These kids lost their homes, so the new apartments mark the first step to building a new home for them," said the governor.
Regional target program "Orphans" has been working in the region since 2006. Every year, the program increases the pace of construction of apartments for orphans. During the first year of the program, 26 people received their apartments. In 2012, the number increased 18 times: new apartments were provided to 470 students, who were left without parental care.
The program is presumably funded from the regional budget. In 2013, there were 565 million rubles allocated for the program.
"The effectiveness of the program depends on the interest of the heads of districts and urban districts. The main task of municipalities is to prepare land in a timely manner. We may have difficulties with this, and one should treat this with understanding. There are little places left, where infrastructure is all ready, and where one can start building quickly," the head of the Nizhny Novgorod region said.
For orphans, finding their own homes is a big step in life. One of the orphans, who received a new home, Sergey Kuznetsov, said that he was particularly pleased to obtain "a private home, a house with a plot of land - I can build a banya there and arrange a garden."
Apartments for orphans with an area of over 30 square meters come equipped with individual gas boilers. The houses are broken individual plots.
