Sverdlovsk region governor to chair Corporation for Development of Middle Urals

Sverdlovsk region Governor Evgeny Kuyvashev will chair the board of directors of Corporation for Development of Middle Urals. The decision was made on November 15th at the meeting of the Board of Investment. According to the governor, the move has been made to solve the problem of the shortage of places in the kindergartens of the region as quickly as possible.

The corporation is an effective mechanism for rapid attraction of financial resources to the social sphere. "Before 2016, we need to solve the problem with queues at kindergartens. Such a serious challenge was set by the president. The programs that we have in the region today are not enough. It is obvious that we need additional resources and new approaches," Governor Kuyvashev said.

The head of the region has instructed the Ministry for General and Professional Education to draft a solution during one week to the problem with the lack of places in the kindergartens of the region on the basis of proposals from the Corporation for the Development of the Middle Urals. In addition, the heads of municipalities were entrusted with finding plots of land where it could be possible to build a kindergarten for 280 places.

First deputy head of the administration of the governor, Alexei Bagaryakov, who supervises the activities of the Corporation for the Development of the Middle Urals, said that he organization was ready to comprehensively look into the matter of building kindergartens in the region, without attracting public money. Loans from large banks will be raised to finance the project.

"We have calculated that in the first phase the construction of 100-120 kindergartens will require about 13 billion rubles. The finance scheme is fundamentally different from the one that exists in the regional target program. It does not stipulate the use of the funds from the regional budget," Alexey Bagaryakov said. According to him, the scheme looks as follows: a municipality provides plots of land for the construction of buildings. The constructed buildings will be transferred to municipalities under lease agreement with an option to purchase. Experts estimate that within two or three years, the problem of the shortage of places in day care institutions can be solved completely.
