Stray dogs' lives more valuable than children's?

A pack of stray dogs attacked a schoolboy in Russia, killing the child. The victim was approximately from 8 to 13 years of age.

The program for the capture of potentially dangerous animals in Russia has never become effective.

In September of this year, a nine-year-old child in Nakhodka died from injuries inflicted by a pack of dogs. Dozens of Russians suffer from attacks of stray dogs daily, although most people, fortunately, receive light scratches and bites. However, in cases of attacks on children, the percentage of fatality is quite high.

According to the Russian law "On Animal Abuse," one can not kill stray dogs. They need to be caught, sterilizes and placed in special shelters. However, there are no funds in Russian regions for such a program.

As a result, it often turns out that the lives of stray dogs are more valuable to the society than the lives of children.
