Negotiations on voluntary surrender of 20 terrorists from Doku Umarov's unit are underway in Chechnya, the regional operative staff for the counter-terrorist operation in the North Caucasus told RIA Novosti.
"The Chechen law enforcement bodies are negotiating through intermediaries on the surrender of over 20 Doku Umarov's militants in the Achkhoi-Martan, Urus-Martan and Shatoi districts," the staff said.
According to its data, the militants decided to surrender because of the growing distrust of their leaders, who are using the split in bandit units for their selfish purposes.
"Mainly they rob villagers to enrich themselves and deceive their militants. The warlords grab foreign money saying that no more financing is coming from abroad," the staff reported.
