Russia's lower house of parliament, the State Duma, has approved an appeal to the President to have drug dealers, drug traffickers, and shooting gallery keepers jailed for life. Among other things, the lawmakers call on the head of state "to designate a federal body of the executive branch as responsible for the respect for children's rights and legitimate interests and for the prevention of substance abuse and to attract and commit to this effort professionals having experience of work with children and adolescents." "Given the fact that the federal programs under implementation have proven inefficient, it is imperative that a unified concept of the campaign against drug abuse mandatory for all bodies of the executive branch of the federal government and the governments of the constituent entities of the Russian Federation be developed and adopted," the MPs pointed out in the document.
