President Putin For Caution In Switchover To New Land-use Forms

Russian president Vladimir Putin has spoken up for a cautious approach to be shown in switching over to new forms of land use. At a conference in Orenburg on Tuesday on matters of the agroindustrial complex the president said that, "as state institutions become stronger", "other forms of land use" should be adopted with "extreme caution". The president began a discussion with one of the managers of the Orenburg region, who said at the conference that he would invest money in land if it were his property. Social problems should also be taken into account, Vladimir Putin stressed. "The first road which the property owner will opt for in order to boost profitability will be reduction of excessive workforce and we must foresee how many people can be released and where they should go into", said the president. This is why "haste is impermissible in handling this question", he said. "Nobody can prompt solution of this problem", noted the head of state. "This is to be done with caution, stage by stage and more rights should be given to regional managers", said Putin. But, giving rights to managers, "framework rules should be worked out, which would be operative on the national scale". Putin added that, speaking of strengthening the state he means "the capability of state institutions to protect their laws and cabinet decisions".
