The draft concept of the Russian ecological doctrine was presented on Saturday at the symposium "Ecology: Russians' Life and Health", which is being held at the Russian Academy of Sciences (RAN) in Moscow. Chairman of the State Duma (the lower house of parliament) ecology committee, corresponding member of the RAN Vladimir Grachev, said that this document had been worked out by RAN academicians. The deputy believes that to finalise and adopt it, it is necessary to create a working group which should incorporate representatives of the Presidential staff, the government, the State Duma and the Federation Council (the upper house of parliament). According to Grachev, the draft will be also submitted for consideration by the legislative assemblies of the federation members. The document points out that the ecological doctrine includes the main principles of state policy concerning interaction between society and nature. Its main objective is to ensure intensive development of society on the basis of the rational use of nature with due account taken of the capacity of ecological systems and their ability of self-regulation. The realisation of this goal, the concept says, should ensure ecological safety of the country, improvement of quality of people's life and health, and the stable development of society. The Russian Constitution, federal laws on the environmental protection and the use of natural resources, as well as international treaties and obligations of Russia in the field of ecology and the use of nature constitute the legal basis of the ecological doctrine.
