Ukraine Agrees to Revised US Peace Plan After Geneva Negotiations

The US peace plan for resolving the Russian-Ukrainian conflict has been revised to remove sections unrelated to Ukraine, including items addressing US-Russia relations, according to Associated Press citing presidential office advisor Oleksandr Bevz, who participated in Geneva negotiations between the US and Ukraine.

“[The document] will continue to change. We can confirm it was streamlined to remove non-Ukraine items, eliminate duplication, and for editing purposes,”

Bevz said, while denying that the number of points was reduced from 28 to 19.

Earlier, Bevz explained that the previously discussed US plan effectively ceased to exist.

“Some points were removed, others modified. No Ukrainian comments went unanswered,”

he clarified.

Kyiv Accepts Core Provisions, Agrees on Army Size

According to Financial Times, Ukraine agreed to limit its armed forces to 800,000 personnel, compared with 600,000 in the original plan. Politico reported that nine points were removed, and conditions regarding the transfer of Donbas under Russian control, along with other delicate territorial issues, were revised.

Reuters and CBS News confirmed that the Ukrainian delegation accepted the main provisions of the peace plan, with some details still to be finalized.

Presidential Talks to Address Sensitive Issues

The Kremlin received the initial version of the agreement, and President Vladimir Putin suggested it could serve as a basis for peace. The Russian Foreign Ministry stated that it expects an interim version of the deal from the US, drafted after discussions with Ukraine and European partners.

Reuters reported that Ukraine accepted the main framework of the peace plan after Geneva negotiations. A Ukrainian official added that the most sensitive elements of the framework, including territorial issues and NATO membership, will be addressed by Presidents Volodymyr Zelensky and Donald Trump.

CBS News previously reported that Ukraine agreed to the peace agreement, with only “some minor details remaining to be resolved.” Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council, said that Kyiv and Washington reached a shared understanding of the agreement’s key conditions during Geneva meetings.

Modified Plan Details and Army Size

In the new version, the document was reduced by nine points. Conditions on transferring Donbas to Russian control and other sensitive territorial issues were changed, according to Politico. Financial Times reported that Ukraine agreed to maintain its armed forces at 800,000 personnel. The original US plan proposed a reduction to 600,000. Earlier in 2025, Ukraine’s military numbered 880,000 soldiers and officers, President Zelensky stated.

Sergei Lavrov, Russia’s foreign minister, warned that Moscow expects an interim version of the agreement prepared by the US after consultations with Ukraine and Europe.

“If the spirit and letter of Anchorage regarding the key understandings we recorded are erased, it will, of course, be a fundamentally different situation,”

he emphasized.
