Russian military contingent not to be send to Iraq?

The Russian military contingent is unlikely to be send to Iraq, as well as financial and material resources for the restoration of the country, since the country does not have proper conditions, Russian President Vladimir Putin said in his interview with Al-Jazeera.

"In comparison with the two previously adopted resolutions, the new resolution is another step forward. This resolution increases the role and the importance of the UN in the Iraqi settlement, but does not create the necessary conditions for the full-scale participation of the UN in the settlement," he said.

"Therefore, the Russian military contingent is unlikely to be send to Iraq, as well as financial and material resources for the restoration of the country, since the country does not have proper conditions," the Russian President explained.

He believes that first of all political conditions must be created.

"Meanwhile, it is undoubtedly an advance in the right direction," the Russian President stressed. Therefore, "Russia decided to support the resolution, taking into account that Americans agreed with our amendments," he said.

First of all, it goes for the Provision 15, which regulates the terms of the military contingent presence. "The provision clearly states that the contingent of the international forces can be deployed on the territory only temporarily, while the legal Iraqi government is not formed and put into power," the Russian President said. Afterwards, the legal government, if wishes so, can turn to the UN Security Council with a request to prolong the term of the military contingent presence in the country. It is only the UN Security Council that decides whether to prolong the term or not.

The second amendment, which the Russian President believes is important, states that "the UN and the Secretary General should be involved in the work on organisation of political settlement process not after the conference but prior to it."
