The State Duma, or the lower house of the Russian parliament, has passed a bill in the third /final/ reading improving the system of payments for housing and utilities.
The voting held at the Wednesday plenary session gathered 236 votes in favour of amendments to the Law of the Basics of Federal Housing Policy and other acts regulating such issues, with 226 votes being necessary to pass the bill.
The bill establishes restrictions for the Federal Centre, subjects of the Russian Federation and municipal entities, who regulate payments for housing and utilities, specifying the structure and size of such payments.
