It turned out that a respectable military leader could be punished as if he were an ordinary soldier. Russian Defence Minister Marshal Igor Sergeyev imposed a penalty on the Chief of Russian National Centre for Reducing Nuclear Threat, lieutenant-general Vyacheslav Romanov. The lieutenant-general was punished for his statement that “if USA deploys its missile defence, Russia can deploy its missiles of minor and medium range”. The minister strongly disproved this statement. The defaulter cannot be sent to the kitchen, to peel potatoes, as it usually happens in soldiers’ quarters. But sometimes it is useful to keep one’s month shut, especially when one have to do with nuclear weapons but not with training grenades.
